The Seattle mayor's State of the City address, delivered at Benaroya Hall, painted a picture of a city transformed in the past three years. Beginning with a performance by the Garfield High School band, Mayor Bruce Harrell reflected on the challenges faced in 2020, when the city grappled with encampments, high crime rates, and a deserted downtown.
He contrasted this with the current atmosphere, highlighting the progress made in restoring parks and public spaces, reducing crime, and revitalizing downtown. Harrell emphasized the city's commitment to public safety, noting that for the first time in five years, Seattle hired more police officers than it lost. The city received 4,300 applications to join the Seattle Police Department (SPD) in 2024, the highest number since 2013 and double that of 2023. This influx of new officers, coupled with initiatives like the Downtown Activation Team (DAT) pilot, have led to a significant decrease in priority 1 calls, EMS dispatches, and violent crime downtown.Beyond law enforcement, the city has made strides in addressing homelessness and substance abuse. The CARE department, launched in 2023, has responded to over 1,400 calls for service, providing support to individuals in crisis. Investments in detox beds, an overdose response team, and buprenorphine for first responders have resulted in a 25.1% reduction in fatal overdoses in 2024, outpacing King County. The Unified Care Team's verified tent count has fallen to its lowest point since Mayor Harrell took office, reflecting a 58% decrease in tents from 2023 to 2024. The city has also made progress in providing affordable housing, with record investments creating 5,161 units, including nearly 1,500 units of permanent supportive housing.Harrell's administration is also focused on infrastructure improvements, particularly the expansion of light rail to West Seattle and Ballard. The mayor has proposed legislation to expedite the project by over a year and will establish the Office of Waterfront, Civic Projects & Sound Transit to oversee design and engineering efforts. The mayor's address also touched on initiatives to support small businesses and enhance the pedestrian experience at Pike Place Market.
