A 23-year-old Seattle man has been charged with first-degree murder in the fatal shooting of a Kent man outside an apartment complex in May, according to court documents filed in King County Superior Court.
Prosecutors charged Robert Bernard Ousley on June 10 with first-degree murder in the death of Marcus Pressley, 25, and with second-degree unlawful possession of a firearm. Court records allege Ousley fatally shot Pressley on May 24 in the parking lot of the Chandlers Bay Apartments in Kent. According to charging documents, Kent police responded to reports of gunfire shortly before 4 a.m. and found Pressley suffering from multiple gunshot wounds.
He was pronounced dead at the scene despite lifesaving efforts by officers and medics. Investigators recovered about 11 spent 9mm shell casings and multiple bullet impacts near the scene. Prosecutors allege the shooting was a premeditated killing motivated by retaliation. In a request for bail, the King County Prosecuting Attorney's Office said Ousley "specifically targeted" Pressley and fired multiple rounds, leaving the victim with nine gunshot entrance wounds, all to his back.
Court documents say a witness told detectives that Ousley, Pressley and others had spent part of the evening together after leaving a Seattle nightclub. The witness said Pressley accepted a ride to Kent and was walking toward the apartment complex when Ousley allegedly exited a vehicle and opened fire. The witness told investigators that Ousley later threatened to kill anyone who reported what happened.
Detectives said cellphone records, surveillance video and social media evidence helped place Ousley with the witness and near the crime scene around the time of the shooting. Prosecutors also cited an autopsy that found nine entrance wounds, including a graze wound, all located on Pressley's back. Prosecutors further noted that Ousley is under investigation in connection with a June 4 State Route 18 crash that killed two passengers, including an 18-year-old witness in the homicide case and a 4-year-old child.
No charges related to that crash were listed in the murder filing. The prosecution is seeking $10 million bail, arguing Ousley poses a danger to the community and is a flight risk. Court filings note that Ousley has prior felony convictions for first-degree theft and second-degree unlawful possession of a firearm, which prosecutors say prohibited him from legally possessing a gun.
The state also cited an active warrant in a separate case and multiple prior warrants for failing to appear in court. During an interview with detectives, Ousley denied remembering being with key witnesses on the night of the shooting and said he did not know Pressley, according to the probable cause statement. Ousley was arrested on June 5. The charges remain allegations, and he is presumed innocent unless proven guilty in court.
