In a withering progress report published on Wednesday, it a clear plan from ministers on how they would actuallyThe document said that while Scotland’s emissions fell by 12 per cent between 2019 and 2020, this was largely due to the effect of the pandemic on travel. The committee said evidence from other parts of the UK suggested that emissions would “rebound” in 2021 and that Scotland’s lead over the rest of the country in decarbonising has been “lost”.
Having made 72 recommendations for action last year, the committee said that on more than half of these ministers had either made insufficient progress or no progress at all. On transport, it said the Scottish Government was “falling behind other parts of the UK”, with sales of electric cars behind England and ministers apparently unwilling to consider other measures such as restricting aviation growth.
