About 13% of the district’s 48,000 students require an individualized education plan, and many of those special-needs students began the school year without their assigned paraeducators or instruction plans. Marerro, the Parents for Public Schools executive director, said she “hasn’t heard any follow up since” the Board of Supervisors hearing.
