After multiple delays, the Texas House took up Senate Bill 3 Wednesday, a revised version of Lieutenant Governor Dan Patrick's priority legislation to ban THC-hemp products in the state. The House's version of SB3 would create a regulatory arm for hemp-based THC products, banning vapes and snacks, and candies that could be marketed to children.
It would also require these products to be sold at 21 or older stores, like alcohol. Republican Representative Dr. Tom Oliverson says this was never the intent of the original farm bill, which created a loophole for these products in the first place. "What began in 2019 as a bipartisan effort to support Texas agriculture has since been hijacked by a cottage industry of unregulated THC sellers.” Dr. Oliverson said.ALSO| Bill to teach Texas kids the dangers of communism — but not fascism — OK'd by House "We are not banning hemp. We are banning high,” Dr. Oliverson said. "It draws a bright, enforceable line with no wiggle room. No more Delta 8, no more Delta 10, or chemically-altered THC extracts. No more legal gray zones.” Democrat and veteran Representative Josey Garcia opposed the amendment, voicing concerns about access for veterans who use the product to treat PTSD, pain, and other issues. "A total ban on THC products is establishing a very dangerous precedent for our veterans to have access to relief now,” Rep. Garcia said."I’ve looked it up. I’ve seen no deaths caused by THC in Texas. I’ve looked it up, Delta 9 in Texas," Rep. Garcia said. "And the worst thing we could do is sell out of more snacks.” During the discussion, an amendment to the amendment was passed, which would still allow THC to be used for medical research.
