SAN JOSE — The solution to rescuing a blighted downtown San Jose church — a city staff proposal that has already drawn fire even before it gets a vote — suggests that the city push ahead on its own with a salvage effort.
Post tarp removal, the funds would be used, staffers recommended, to “weatherproof, board up, and implement a fire monitoring system.” Years ago, China-based developer Z&L Properties proposed a project to protect, renovate and restore the church and then build hundreds of homes in a pair of highrises that would flank the revamped church at 39 East St. James Street.
“The city is bailing out a company that can easily afford to pay for this,” Staedler said. Staedler believes Z&L Properties burst on the Bay Area scene with proposals to develop numerous ambitious projects, nearly all of them involving the development of housing towers at locations in downtown San Jose and San Francisco.
In 2021, Z&L Properties yielded ownership of one of its development sites, a 1.6-acre property near the corner of Terraine Street and Bassett Street. Z&L’s plans for a big residential tower at that location had stalled.
