A new master plan for San Diego’s city library system calls for three brand new branches in new locations, eight totally rebuilt branches on existing sites and seven significant branch expansions. The plan aims to create more equity across the city by recommending new or expanded branches in older and less affluent communities, mostly in the southern and eastern parts of the city where many branches are relatively old and small.
Mira Mesa already has one of the city’s largest library branches, but a new community blueprint for development approved last fall by the City Council envisions the neighborhood’s population nearly doubling from 78,000 to 143,000. Otay Mesa is served by two branches, San Ysidro and Otay Mesa-Nestor. But the plan stresses that both of those branches are west of Interstate 805. The plan also recommends renovations for the Otay Mesa-Nestor branch, but no expansion.
