The alternative is to gradually phase out train operations south of Oceanside. Passengers can be moved by bus. Freight can be moved by coastal freighters and barges.
Barges leave Wilmington daily and freighters leave the Port of Los Angeles daily, they just presently don’t come to San Diego. The Strategic Rail Corridor Network could end at Oceanside, providing service to Camp Pendleton. The Navy moves equipment by truck or by sea, not rail. The only loser would be BNSF
