San Diego is taking its most promising step to address homelessness, but it's not enough [Opinion]
— and near schools, shelters, transit hubs and waterways. People who refuse an available shelter bed can be cited or arrested. Gloria says it responds to quality-of-life, public safety and health concerns at homeless camps where everything from feces to fentanyl can pose problems, and places appropriate pressure on unsheltered people to use available services.
But there is no evidence the city has a workable enforcement plan — or that it hasproclaimed Gloria is exaggerating how much progress he has made on increased shelter capacity by cherry-picking statistics when he says it’s up nearly 70 percent.
