Many leaders demanded the region build more housing amid a crisis that has steadily grown for a year-and-a-half

Lisa Taylor turned her electric mobility scooter away from the San Diego Rescue Mission and drove down First Avenue. The 61-year-old wore almost all black. In her left hand, she held an LED candle. Taylor had once lived at the Rescue Mission, after her husband's suicide and alcoholism pushed her onto the streets. 'I was dead,' she said. 'They saved me.' Up and down the hill around her, dozens of people carried similar candles in commemoration of those who were not saved.

Another in a green hoodie didn't even look up from the trash can he was rifling through. As the sun moved further behind the clouds, the candles seemed to brighten. More than 100 people ultimately arrived at the park. Propped up near the front, a framed painting showed a smiling young woman, her wavy hair partially hidden by a backwards baseball cap. Her name was Ashley, and two years ago she was hit and killed while crossing a freeway. She was 25.
