Councilman Clayton Perry also urged a further increase to the residential homestead exemption from 10 to 20 percent.
, but the exact increase the department could see is up in the air. ACS did not present any budget requests to the council, and ACS Director Shannon Sims previously said he was unsure just how much more money is needed.
ACS did, however, share with the council the extra funds it will be seeking in May when considering mid-fiscal year budget adjustments. ACS will ask for $848,000, which includes $341,000 to hire 15 animal care officer apprentices. These apprentices will be ready to formally join the department as officer positions become available in October, Sims said, allowing ACS to promote current officers into investigator positions.The mid-year request also includes funding for spay and neuter services, a new customer service team, laptops and proactive enforcement efforts.
“I want more ACS staff, which includes another veterinarian and vet techs,” said District 3 Councilwoman Phyllis Viagran, who was most vocal about her concerns with the department. She also listed hiring more bilingual Spanish-speaking field officers.Some, including Perry, voiced support for hiring at least 100 new patrol officers. That number is based on a staffing study the San Antonio Police Department commissioned before the budget process.
District 5 Councilwoman Teri Castillo called the study “incomplete” and raised the idea of hiring another consultant to review the study. She did, however, express openness to hiring additional officers for SAPD’s specialized mental health and community policing units as a way of “being intentional in public safety” funding decisions.
