Since 1973, the beloved publication has issued a biennial"Best and Worst Legislators" list of Texas state lawmakers. The 2023 session was no different, as debates in the Texas Lege saw everything from destined-to-fail gambling bills to culture-war topics like anti-drag bills and book bans.
Roland Gutierrez, the Texas Democratic state senator representing San Antonio in District 19, was called the"Bull of the Brazos." Gutierrez earned the title for his persistence on gun safety, even if it left constituents effectively without a senator. Gutierrez filed 28 bills on the subject during the session, and none got a hearing.
