Greg Abbott of enough votes to pass his private school voucher plan. “The Texas House Democratic Caucus ground zero is San Antonio . No doubt about it, full stop,” Rep. Trey Martinez Fischer , a San Antonio Democrat and leader of the minority party caucus in the state House, told Hearst Newspapers at the state party’s convention in El Paso last week.
