Gov. Greg Abbott recently told business leaders in Arlington that legislators are seeking"to ensure that we will have economic development tools going forward,". He also said Chapter 313's expiration influenced Micron's decision to build a computer chip factory in New York instead of Texas. "It is a topic of discussion. It is certainly not the end all be all, but when you get to the 5-yard line, it does become a factor specifically for those large capital investments." she said.
House Bill 5, filed by Rep. Todd Hunter, would be an example of that. Companies would receive incentives for building large-scale manufacturing, national security and energy infrastructure projects in Texas.
