Lopez Chavez said the issue of historic buildings being damaged, neglected, and destroyed is a larger one that they are addressing with the proposal. "It sends a message that we will not allow this type of violation, that this is no longer a slap on the wrist," Lopez Chavez said.Robyn Taylor-Granda, the historic properties program manager for Preservation Utah, said fines have often not been enough of a deterrent to prevent developers from removing historic buildings and that the developers have been incentivized to find more profitable uses for property.

“With the development pressure on our communities in recent years, this is becoming more and more of a problem," Taylor-Granda said.Lopez Chavez says they will also be paying close attention to the work done to the Fifth Ward Meetinghouse to ensure there is accountability. Lopez Chavez said, “Gross negligence is not acceptable in our city and we’re taking the steps to rectify that."
