The Salt Lake City Council has appointed Jennifer Napier-Pearce to fill the vacant District 4 seat, ending the crowded last-minute race and process with a coin toss.
Napier-Pearce, a former editor of The Salt Lake Tribune and former spokesperson for Gov. Spencer Cox, was sworn in Tuesday and begins serving immediately. The council interviewed 20 applicants for the position. After multiple rounds of voting at Tuesday’s council meeting, the six remaining council members were deadlocked between Napier-Pearce and Scott Lyttle, owner of Tea Zaanti.
With no tie-breaking vote available, the appointment was decided by a coin toss, with Napier-Pearce selected to fill the seat.on May 12. An investigation by the Salt Lake City Attorney's Office found Lopez Chavez lived outside District 4, triggering an automatic vacancy under Utah law. City officials said the Salt Lake City recorder notified Lopez Chavez that her seat had been vacated after investigators determined her primary residence was no longer within the district she represented.
The vacancy followed months of controversy surrounding Lopez Chavez. Before her seat was declared vacant, she faced allegations from four individuals accusing her of conduct that could constitute sexual harassment. Lopez Chavez's attorney denied the allegations. The councilwoman was also running for Utah's 1st Congressional District seat at the time.
