SABAH Air, pengendali pesawat Nomad 9M-ATZ yang terhempas pada 1976 dan mengorbankan 11 penumpang termasuk ketua menteri Sabah pada masa itu Fuad Stephens, beroperasi secara haram. Menurut laporan Kilang Pesawat Kerajaan Australia, Sabah Air menghantar draf manual operasinya pada hujung 1975 tetapi tidak diluluskan oleh Jabatan Penerbangan Awam ketika itu.
