Colin Strother 's style as a political consultant has been to be loud and tenacious — to keep opponents on their heels. His home is in Buda , south of Austin , but South Texas is his arena. In San Antonio , he's managed numerous city council campaigns, advised the firefighters' union in its push for better contract terms and served as a spokesman for area business interests. One constant in Strother's career has been his close association with U.S. Rep. Henry Cuellar .
Henry Cuellar and his wife were charged with bribery and money laundering Strother is identified in the 54-page indictment only as Individual-4 — Cueller's 'campaign manager and former chief of staff residing in Buda, Texas.' Strother allegedly helped launder $242,000 in bribes. The usually outspoken political operative has kept a low profile since January 2022. That's when federal agents searched Cuellar's Laredo home and campaign headquarters.

Cuellar asked Individual-4 to get together with the San Antonio businessman, the indictment says.
