SEOUL will summon Japan’s ambassador to protest against “irrational” plans to impose coronavirus quarantine on arrivals from South Korea, it said today, accusing Tokyo of ulterior motives. The countries have close economic ties and are both major US allies in the face of a rising China and a nuclear-armed North Korea.
