San Antonio Animal Care Services is on the way to meeting goals it laid out after a string of dog attacks last year, two of them fatal — but city council members are pressing for further improvement. Some of the goals, even if accomplished, could seem lackluster — many of the targets are fairly low. ACS is aiming to respond to more “critical calls' about aggressive dogs, animal neglect and cruelty. So far, the response rate has increased from 44% to 52%.
