Speaking alongside Portuguese Prime Minister Luis Montenegro in Lisbon, Rutte highlighted the persistent challenges posed by Russia 's aggression, citing examples such as the recent disruption of a critical cable connecting Latvia and Sweden in the Baltic Sea.
He stressed that the existing 2 percent defense spending target, established a decade ago, is insufficient to counter the evolving nature of threats. Rutte called for a renewed commitment and a ramp-up of efforts to ensure NATO's strength and security in the future.\Rutte commended Portugal's contributions to NATO, including its demining training initiatives, participation in the F-16 coalition, and innovative maritime operations. He acknowledged, however, that Russian threats, including activities off the Portuguese coast, remain a significant concern. Montenegro affirmed Portugal's willingness to accelerate its timeline to reach the 2 percent of GDP defense investment target, currently scheduled for 2029. He stated that Portugal is open to further advancing this schedule, contingent upon internal achievements.
