The IOC says Russian athletes can be directly invited to next year's Paris Games despite the suspension of their country's Olympic committee.

Still, Russian Olympic Committee board members such as pole vault great Yelena Isinbayeva who are still current or honorary members of the IOC can retain those expenses-paid privileges, including attending the meetings in Mumbai. Asked about talks between the IOC and Russian officials before the ban was decided, Bach said it was explained from Moscow that the Duma parliament passed a law annexing the Ukrainian regions.
The IOC intervened because it said the territorial violation was a breach of the Olympic Charter — the book of rules and principles guiding international sports.
