Ukrainian President Volodymyr Zelensky said Russia's combat power is at 'maximum' strength in the Donbas region, which includes Luhansk.

They also hope to cut off Severodonetsk’s access to the rest of Ukraine, the Washington-based Institute for the Study of War think tank said inKyiv reported continued shelling in the two regions near Ukraine’s northern border with Russia. Russian troops withdrew from both regions nearly two months ago when they abandoned their efforts to seize the capital — but the bombardment has not ceased.
