Separately, Russia's spy service chief said the US had sent Moscow intelligence about a possible attack on its soil but it was too general; Defence minister Sergei Shoigu also said during a conference call with senior armed forces staff that Vice Admiral Konstantin Kabantsov had been appointed to the post of commander of the Northern Fleet and Vice Admiral Sergei Pinchuk was named as commander of the Black Sea fleet.
In a pre-recorded video message, Mr Zelenskyy told ministers:"Justice is the very line from which the movement towards secure peace may begin. Pyotr Verzilov, a member of the protest-art group Pussy Riot, had posted criticism on social media of Russia's invasion of Ukraine, including footage showing mass graves in the town of Bucha near Kyiv.
The Russian leader said residents in parts of Donetsk, Luhansk, Zaporizhzhia and Kherson have been handed the passports.
