The Institute for the Study of War said the Russian president's plan to boost his force size shows he is prepared for a 'protracted' conflict in Ukraine.

The expansion announced on Tuesday"will not happen in time to affect the war in Ukraine materially for many months, but it could change the correlation of forces going into 2024," the ISW said.

This could establish conditions"for a much more formidable Russian military threat to its neighbors, including NATO, in the coming years." Dionis Cenusa, a risk analyst at the Eastern Europe Studies Center, a Lithuanian think tank, said the move to increase Russian forces could have two main meanings.

"First, Russia is preparing for a protracted war against Ukraine and on Ukrainian soil. This also means that Russia is going to consolidate the defense around the occupied Ukrainian territories, including Crimea," he told"Second, the renewal of Russian military power is an objective necessity, since its manpower was decimated by Ukrainian forces with the help of Western weapons in 2022 and will continue in 2023.

In the meantime, Ukraine is likely to have a window of opportunity into and through the summer if it gets the military support it has requested from the West, according to the ISW.

History As It Happens: Useless ResolutionHistory As It Happens: Useless ResolutionFor all the legitimate concern about the fate of American democracy and our governing institutions, relatively little attention is paid to Congress' inability or unwillingness to check the war powers of the 'imperial presidency.' The War Powers Resolution of 1973, passed in the aftermath of the Johnson and Nixon administrations' abuses during the Vietnam War, was supposed to empower Congress to end endless wars, but a half century later we can see that the U.S. still intervened in many crises often with disastrous consequences. And the most recent attempt to use the war powers ended in failure, when Senator Bernie Sanders withdrew his resolution to stop U.S. support for Saudi Arabia's cruel war in Yemen, which has left thousands of civilians dead while producing an epic humanitarian crisis. In this episode, historians Jeremi Suri and Jeffrey Engel reveal the reasons why the War Powers Resolution has never been used to end a U.S. military adventure, and what might be done to end 'endless American war'.
