El FSB indicó que los presuntos organizadores de los ataques planeaban matar a uno de los altos oficiales utilizando un coche bomba controlado a distancia. Añadió que otro alto oficial militar iba a ser asesinado mediante un dispositivo explosivo oculto en un sobre. La agencia no nombró a los oficiales militares que fueron el objetivo del supuesto complot.
La declaración sigue a la muerte del teniente general Igor Kirillov, quien fue asesinado el 17 de diciembre por una bomba oculta en un scooter eléctrico estacionado fuera de su edificio de apartamentos cuando salía hacia su oficina. El asistente de Kirillov también murió en el atrevido ataque que fue reivindicado por Ucrania y llevó el conflicto una vez más a las calles de la capital rusa.
