The PM is reportedly set to announce the measure at the Tory Party conference after pledging to tackle 'anti-motorist policies' in the wake of the Uxbridge and South Ruislip by-election, which saw a backlash against the expansion of the Ultra Low Emission Zone (ULEZ).
