Since taking office, Rishi Sunak has taken pains to show that he is treating the devolved administrations more seriously than Boris Johnson and Liz Truss did. But on Monday evening he showed he can be as ruthless as his predecessors in pushing for the outcomes he believes will safeguard the Union.
The decision to block Holyrood’s liberalisation of the rules on how trans people can change their legal gender is a punchy moveThis is arguably typical of how the Prime Minister has conducted himself throughout his premiership so far. He is outwardly reasonable, even emollient, making it clear that he is willing to listen to critics and moderate his behaviour accordingly.
However, when he is convinced of a certain course of action, he is willing to go hard. Doubling down on the divisive, passing laws making it harder to strike, curbing spending and raising tax to control the public finances and giving police more powers to break up noisy protests are all the moves of a leader who – for better or for worse – is not afraid to ruffle feathers.
