The Palm Beach County Sheriff's Office said that on March 5, a deputy was looking at data in their Child Protection Services database and noticed hundreds of "child notable" images and videos from one IP address.
According to the probable cause affidavit, of the 348 files they reviewed, 62 videos depicting sexual child material were downloaded from the same IP address, which was leased by AT&T. Deputies were able to track down the location of the address through AT&T to a Royal Palm Beach man identified as William Barbre, 44, who is a Captain at Palm Beach County Fire-Rescue.On April 15, PBSO executed a search warrant on Barbre's home and met with him. Barbre reportedly told deputies that he views the files he downloads, feels "repugnant", and then deletes them. When forensic detectives reviewed Barbre's computer, they reported discovering hundreds of files showing sexual abuse of children. Barbre is charged with 30 counts of possessing, controlling or intentionally viewing sexual performance by a child while in possession of 10 or more images of child pornography.One of his neighbors said he was stunned. "It's hard for me to believe that what I'm hearing. "Cause I don't, I just can't see, he don't seem like he's that kind of guy. It's heartbreaking," said Thomas Williams, a neighbor. According to the arrest report, Barbre told sheriff's detectives he downloaded child sex abuse material on a Dell computer in his garage. "He seemed like a nice guy. I could never believe this. This is shocking to me to know it," Williams said. "Why does it surprise you so much?" we asked him. "Maybe because I don't know him and maybe because he looked like he had everything together and he was a family man," Williams said. When Barbre appeared in court Thursday morning, he was ordered not to have contact with anyone under 18, no access to the internet, emails, text messages or social media, and he cannot have any computers or smartphones.Palm Beach County Fire Rescue would not comment on the arrest. Capt. Barbre is on administrative leave without pay. His salary is $130,000 a year.
