The Commerce Department’s efforts to limit China ’s and Russia ’s access to American-made advanced computer chips have been deemed “inadequate.” A report released by the Senate’s Permanent Subcommittee on Investigations on Wednesday highlights the need for increased funding to effectively hinder their ability to manufacture advanced weaponry. The Biden administration implemented export controls to restrict China and Russia ’s access to U.S.
chips following Russia’s invasion of Ukraine nearly three years ago. The report criticizes the Bureau of Industry and Security (BIS) for lacking the resources to enforce these export controls and relying too heavily on U.S. chip makers voluntarily adhering to the rules. This call for stronger enforcement comes as the incoming Trump administration plans to significantly reduce federal government size and scope. President-elect Donald Trump has appointed entrepreneurs Elon Musk and Vivek Ramaswamy to lead a new “Department of Government Efficiency” focused on dismantling parts of the federal government. BIS’s budget, around $191 million, has remained largely unchanged since 2010 when adjusted for inflation. In response to the report, a Commerce Department spokesperson stated that while BIS diligently works to fulfill its mission and protect U.S. national security despite a stagnant budget, the agency would be better equipped to face evolving national security challenges with “necessary resources from Congress.
