A Palestinian human rights commission report details how settlement expansion and military restrictions have forced the displacement of dozens of communities, with 300 violations recorded in April 2025 alone. A report released by the Palestinian Independent Commission for Human Rights reveals a sharp escalation in violations against Palestinians in the occupied West Bank , with around 300 incidents targeting individuals and institutions recorded in April 2025 alone.

The findings, based on a study conducted with the Palestinian Central Bureau of Statistics, indicate that Israeli settlement policies and military restrictions have led to the displacement of 50 Palestinian communities since late 2023. The report focuses on Bedouin and herding communities, which are facing mounting pressure from attacks by the Israeli army and illegal settlers, alongside severe movement and access restrictions.

Commission Director General Ammar Dweik emphasized the urgent need for a comprehensive national plan grounded in development and human rights to protect these vulnerable populations. He called for serious development investment, legal and field protection, and accessible basic services to bolster their resilience against Israeli policies and measures. Dweik stressed the importance of safeguarding communities from demolition orders, land and grazing-area confiscations, movement restrictions, and attacks by settlers seizing Palestinian land.

Sufyan Abu Harb, acting head of the Palestinian Central Bureau of Statistics, described the systematic marginalization, forced displacement, and deprivation of basic services inflicted by the Israeli army and illegal settlers. He noted that access to healthcare and education has been restricted, water sources destroyed, and schools threatened with demolition.

Khadija Zahran, director of the policy and legislation monitoring department at the Independent Commission for Human Rights, highlighted that 53.7 percent of residents in Bedouin and herding communities have refugee status, meaning nearly half the population endures a dual state of historical displacement and current vulnerability. These communities have increasingly faced attacks and violations, driving displacement amid illegal settlement expansion.

An Amnesty International report from June 10 confirmed that Israel has accelerated policies targeting Bedouin and herding communities through land seizures and related measures. Since the start of the war on Gaza in October 2023, raids, arrests, and attacks against Palestinians in the occupied West Bank and East Jerusalem have also intensified. The crisis unfold against a backdrop of broader regional tensions, including the ongoing conflict in Gaza where the death toll has surpassed 73,000 despite a truce.

The situation in the West Bank reflects a systematic effort to alter the demographic and physical landscape through settlement expansion and collective punishment. International organizations have repeatedly condemned these actions as violations of international law, yet measures to hold Israel accountable remain limited. The plight of Bedouin and herding communities underscores the fragility of Palestinian livelihoods under occupation, where basic rights to shelter, water, education, and movement are routinely denied.

The report calls for immediate intervention to halt demolitions, ensure service provision, and protect vulnerable populations from further displacement. Without concrete international pressure and a rights-based approach, the erosion of Palestinian presence in the West Bank is likely to continue, exacerbating humanitarian suffering and undermining prospects for a just resolution to the conflict
