A state trooper says he is reviewing the file of the cold case to see what measures can be taken to further the investigation into the death of Shamar William Washington, 17, whose nickname was “Casper.” Investigators have suspected the killing was related to the drug community in Williamsport and that the body was dumped near Bloomsburg.
