Meanwhile, the number waiting 12 hours or more rose from 1,015 to 1,022 - the highest total since records began in 2015. He added: "The health system in Scotland is ceasing to function as it should. Patients are at risk of severe harm and staff are facing stress, distress, burnout and moral injury on a daily basis."
