Barlow’s fastball averaged 94.6 mph last year, while he dealt with blister issues for much of the year.

“Joe’s results have been solid this spring, but the velocity is not to the level that we feel it needs to be to make him a really high leverage reliever,” GM Chris Young said. “We want to get Joe’s arm strength built up a little more. We’re hoping it can come pretty quickly, with just a couple of small tweaks. When Joe Barlow is right, in terms of his velocity being in the mid 90s, we think he can be a great back end arm. Barlow said he felt like he was extra cautious in his throwing program before spring training as a concession to the finger. Because of it, he may have not generated as much arm strength as usual. He said he could pitch successfully in the majors with his current velocity, but agreed the decision to stay behind and continue building up had merit. He has begun throwing more aggressively in long toss between outings and has noticed a tick up in his velocity.

The decision leaves the Rangers with six relievers left with two spots most likely in play. José Leclerc, Brock Burke, Jonathan Hernández, Will Smith, Dane Dunning and Cole Ragans all appear to have spots locked down. John King, Taylor Hearn and Josh Sborz are others on the 40-man roster in contention. Ian Kennedy, Jacob Barnes and Zack Littell are on minor league deals. Kennedy and Barnes have the ability to opt out of their deals if they aren’t added to the major league roster.
