"We try to get affidavits for every severe bite that comes in," Snowden says. Those are larger lacerations or wounds on more extremities compared to a mild or moderate bite.He has been a big driver of change in the city's efforts to adjust dangerous dog protocol.He says his father's death left a hole in their family."His longevity was taken away," Raymond adds.
