Not all those officers with more than one misconduct case will be guilty of anything, but it’s hard to believe that so few of them are either. Empowering whistleblowers, by taking their complaints seriously and upholding credible misconduct cases could go a long way towards changing a toxic police culture.
But if those who speak out face retaliation, then a culture of fear develops and leads to a culture of silence where the very worst officers go completely unchecked. “Good apples” will not challenge the often mentioned “bad apples” in police ranks on their wrongdoing, if doing so could cost them their jobs.
