The U.S. and South Korea have toned down joint military exercises, but Pyongyang is still peeved

SEOUL—Just two years ago, U.S.-South Korea military exercises simulated a violent confrontation with North Korea. Fighter jets ripped through the skies. Tanks rumbled down roads leading to Pyongyang, while marines stormed the beaches. Whiffs of gunpowder clung to the air.

This year, the training grounds are quiet. The exercises, scaled back at the direction of President Trump, are done in air-conditioned rooms on computers. Sitting in front of desks, officers bark out orders, imagining a war with Kim Jong Un’s regime.
