Russian President Vladimir Putin and Vietnamese President To Lam hold a news briefing at the Presidential Palace in Hanoi on Thursday. SINGAPORE — Russian President Vladimir Putin was in Vietnam on Thursday bolstering support from an old ally in Asia amid Russia’s ongoing war with Ukraine, which has left it increasingly isolated from the West.
