Russian President Vladimir Putin is in North Korea for the first time in nearly a quarter of a century.

His trip is cause for concern for the U.S. , of course. But it’s also potentially a concern for China , a mutual ally of Russia and North Korea .Mark N. Katz Katz said Russia and China are “frenemies,” and China might view Putin ’s trip to North Korea as causing problems for its own ambitions.

The two countries find common ground in decrying Western sanctions. Russia has been sanctioned for its invasion of Ukraine and North Korea for its nuclear weapons and“ has always been our committed and like-minded supporter, ready to confront the ambition of the collective West to prevent the emergence of a multipolar world order based on justice, mutual respect for sovereignty and consideration of each other’s interests,”Russians must be providing money to the North Koreans, Katz said.

Russia actually has fairly decent relations with South Korea, according to Katz. And Putin might be wary of burning that bridge by giving the North more advanced weapons tech.“It is an axis, and it certainly is evil,” Katz said. During much of the Cold War, North Korea played off Moscow and Beijing. The North played off their competition, Katz said.On one hand, North Korea can do things for Russia that China doesn't want to do.
