Russia is trying to shape how the West approaches its supply of weapons to Ukraine, the U.S.-based think tank has said.
Moscow is conducting nuclear-weapons exercises to make the Kyiv's allies think twice about allowing Ukraine to use Western-supplied weaponry to strike targets in Russia, the Institute for the Study of War has said.The Russian Defense Ministry said on Tuesday that missile elements of its Southern Military District had started the first stage of drills of nonstrategic, or tactical nuclear weapons.
