Russian President Vladimir Putin said on Wednesday that a Ukrainian incursion into Russia's Kursk region was a major provocation.

The acting governor of the region, Alexey Smirnov, said on Wednesday that he had reported to the president on the situation after the surprise incursion. ‘The situation in the region is under control,’ he said.
