Russian President Vladimir Putin is expanding the country's military by adding active troops as its war with Ukraine continues to slog on in its third year.

In a decree dated Monday that will go into effect on Dec. 1, Putin ordered the military to expand to 1.5 million active troops, bringing its total military personnel to almost 2.4 million.

A shortage of troops is part of the reasoning behind Ukraine’s success in its incursion into Kursk as the Kremlin has tried to keep its experienced fighting forces in Ukraine, which Russia is still describing as a “special military operation.” “If I were a Russian leader with no accountability to an electorate, I'd see this as a time to add to the effort to the military effort on the ground,” said Ian Kelly, ambassador in residence at Northwestern University and a former State Department diplomat.
