2News spoke with a Provo City councilor about the push and why they're doing it now. The city wants to safeguard Bunnell's Fork for generations by entering into what's called a "conservation easement." "A conservation easement is a method by which the development rights of a property are given away, but the property rights otherwise associated with that land are kept," said Provo City Councilor George Handley.UDOT begins major Provo bridge reconstruction The city is proposing to enter into an agreement like this with Utah Open Lands, a nonprofit conservation land trust. "It means that the city can be confident that at no point in the future would a future mayor or future city council could be able to decide to just sell that property and to develop it," Handley said, "It will be preserved in perpetuity." Bunnell's Fork is a popular place for people in Utah County, like Emily Johnston, who brought her kids to South Fork Park on Wednesday. "Utah is under development in many, many areas, and we're losing a lot of nature spaces, and that's what makes Utah so beautiful ... and I think it's the most important for children to have those spaces." Handley said while there's no immediate threat of development there, they knew there could come a day when someone might want to develop it. "We knew that there was an election for a new mayor coming up. We just didn't want to take any chances while the political will was there to get this agreement done and move forward," Handley said. He said similar arrangements have happened in Salt Lake City and Park City to preserve land, and they've been consulting with other cities."I think it's very important.
