Officials cited by NBC News say the move is focused on making the investigation as thorough as possible, and Andrew is being treated as a potential witness rather than as a suspect.

Last year, Andrew declared in a disastrous BBC interview that he would be willing to cooperate with authorities “if push comes to shove,” but in March he rowed back on that commitment.
