While backers of Prop HH had not yet conceded, Advance Colorado, a conservative activist group that led opposition to the measure, declared victory just after 7:30 p.m., less than an hour after voting ended. Michael Fields, the president of the Advance Colorado Institute called it a “big win for TABOR,” referring to the state’s constitutional Taxpayer’s Bill of Rights.
But conservatives and some other critics fought Prop. HH, portraying it as an end-run around the Taxpayer’s Bill of Rights, or TABOR, since the measureto pay for its components. Opposition groups found allies in local government associations, which didn’t like how HH would meddle in local affairs and suspected the measure would leave them without enough money for local services.
Republicans, who sit at a historic ebb in power in the state Capitol, have had little recourse beyond urging voters to reject HH. GOP lawmakers also have unveiledAccording to the Colorado Fiscal Institute, which backed the measure, the owner of a home that was valued at $300,000 in 2022 and then $405,000 in 2023, because of rising values, would see their property taxes increase by about $100 a year. But without HH’s passage, the tax bill would be about $415 more.
Under HH, most of it initially would go to local governments to reimburse them for lost property taxes. But over time, as local governments reached thresholds that disqualified them from the backfills, more of that money would go to education.
