The Newberry Township Board of Supervisors voted to deny preliminary final subdivision plans submitted by Zenith Construction, Inc. in Hagerstown, Maryland for Church Road Apartments at Church and Paddletown roads.A proposed apartment complex in York County that had been scrutinized by residents over traffic concerns recently hit a roadblock.

At the recent meeting, resident Josh Grove stressed residents aren’t opposed to the construction of housing at the site, but the sheer number of apartments and traffic the proposed development would create. Helen Gemmill, an attorney with McNees Wallace & Nurick LLC, representing the developer, didn’t respond to a request for comment about whether Zenith would appeal the board’s decision.
