House Bill 950, which would authorize a referendum on the constitutional amendment, passed the chamber 102-99.
The bill will now move to the Republican-controlled Senate. Constitutional amendment bills must pass both chambers in two consecutive sessions before being put before the voters on the next ballot.
The bill would, if approved by the voters, add a clause to the constitution specifying that “no law shall be passed that interferes with, negates or diminishes the right of employees to organize and bargain collectively” over workplace matters. “There was exactly zero votes coming from our caucus on right-to-work” while Republicans were in control in prior years, said Rep. Josh Kail, R-Beaver, who described the measure as “unnecessary” and “political posturing.”
