A new nationwide bill aiming to mandate proof of citizenship for voter registration raises concerns about disenfranchisement due to a lack of access to required documents, despite evidence suggesting minimal noncitizen voting.
A looming national bill, the Save American Voter Eligibility (SAVE) Act, aims to mandate proof of citizenship for voter registration , echoing similar requirements already implemented by Ohio Secretary of State Frank LaRose. Despite national Republicans, including LaRose, failing to demonstrate a significant issue of noncitizen voting , they push for stricter voter ID laws.
Studies by the Brennan Center for Justice and the University of Maryland's Center for Democracy and Civic Engagement show that noncitizen voting is extremely rare, occurring at a rate of 0.0001% in the 2016 election. LaRose, however, continues to implement measures like voter purges, limitations on drop boxes, and other obstacles to voting, despite these insignificant numbers. Concerns arise that the SAVE Act could disproportionately affect legitimate voters, potentially disenfranchising millions. A national survey conducted in 2023 revealed that over 9% of voting-age citizens, amounting to 21.3 million people, lack readily accessible documents to prove citizenship. This figure rises to nearly 2% (2.8 million) who possess no such documents at all. Applying these national findings to Ohio, almost 900,000 voting-age citizens could be affected, potentially leading to a significant decrease in registered voters. While the political impact of such laws may vary across states, the study highlights that younger voters, independents, and both Democrats and Republicans could be impacted. Ultimately, the potential for disenfranchisement and burden on eligible voters vastly outweighs the negligible threat of noncitizen voting
