The inspections were meant to prevent future incidents, the state said.
Local officials have since renamed each beach for the lost lifeguards.
The Labor Department’s Office of Public Employees Occupational Safety and Health investigated safety concerns at the two beaches after the incidents, and then initiated a large-scale inspection project “to spread knowledge and awareness of these dangers in an effort to prevent future tragedies,” the agency said.
It found violations relating to boat hazard assessments, boat hazard assessment certifications, lightning policies and recordkeeping, it said.
