Inmate population in January reached 81.3% of capacity, lower than Harris’ 85.7% and Bexar’s 99%, but still higher than the state average rate of 73%, according to the consultants’ report.

Of the other top five most populated counties in Texas, Dallas County’s clearance rate was the lowest. Assistant County Administrator Charles Reed told commissioners on Tuesday that felony courts have cleared more cases in January than the number of cases filed with the courts.The Conference of State Court Administrators, the Conference of Chief Justices and the American Bar Association have set national professional standards on timelines surrounding resolving cases.

“Dallas, as well as all the peer counties, is falling below targets established by professional standards …” the report released in February said.
